"We had considered doing other things like a development-point limiting system," Hayes says. Kicking off the second half of this section of rankings is Curtis Blaydes at 34. Overeem comes off of a TKO stoppage over Walt Harris at UFC on ESPN 8. The Dutchman is a former Strikeforce and Dream heavyweight champion and a K-1 Grand Prix winner in kickboxing. The 35th-ranked fighter is Alistair Overeem. The American is a former two-time UFC heavyweight champion. The number 36 fighter on the list is Cain Velasquez. He comes off back to back finish losses to Deiveson Figueiredo, one at UFC Fight Night 169 and one at UFC Fight Night 172.
